This sounds like an argument for vouchers to me:
"I think there should be a way how people not in the district can pay and still go to this school," said Lynbrook High School student Tony Perez.
For my last two years of high school, I went to a school 6 miles away rather than the one less than half a mile away. However, both were in the same district, so I wasn't cheating the system as these students appear to be doing. As I recall, I didn't even have to give a reason for going to the wrong school. If I did, I would have made up something like "AP Physics" or whatever class I registered for that PVHS didn't offer.
I might have similarly tried to cheat, though, if we had moved six miles in the other direction and out of the PVUSD.
